Why The Lyon Region’s Collaborative Ecosystem Attracts The World’s Best And Impactful Industries

Lyon likes to say that no company, and no city, can go it alone anymore. The line sounds like a slogan, but it captures something concrete about how this French metropolis is trying to rewire its industrial base: turning density into collaboration, competition into shared risk, and factories into levers for the common good.

The city sits at the heart of France’s largest industrial conurbation, with tens of thousands of jobs and thousands of production sites that stretch along the Rhône and beyond. Those numbers once told a straightforward story of manufacturing strength, but now tell a different story about strengthening its industry. 

Under the banner of ONLYLYON & Co, its territorial marketing and economic development arm, the metropolis discusses an “impact factory” model that ties reindustrialization to decarbonization, the circular economy, research and development, and shared financing. 

A Collective Commitment To Shared Impact

Industrial resilience in Lyon rests less on a handful of national champions than on a dense web of mid‑sized firms, large groups, laboratories, and public institutions that have chosen to work together. The old idioms—no man is an island, two is better than one—could serve as an unofficial motto for how companies and local authorities now talk about their responsibilities and risks.

The 2023–2030 Pact for Impact in the Vallée de la Chimie, a long‑established chemicals and energy corridor south of the city, provides one of the clearest examples. Forty‑two companies have signed on to a program focused on three themes: reducing the environmental footprint of industrial activities, increasing regional impact, and balancing the relationship between cities and industry. 

In practice, that means working together on standard utilities, joint investments and planning, and new forms of engagement with neighboring communities rather than each firm following its own path.

Hydrogen has become another test case for collaborative industrial policy. Symbio, based in Saint‑Fons on the southern edge of Lyon, is owned equally by Michelin, Forvia (formerly Faurecia), and Stellantis, linking three giants of mobility and automotive equipment around a shared bet on fuel cells. 

The company designs a range of hydrogen systems, from 40 kW modules suitable for light commercial vehicles to 300 kW units for buses, trucks, and heavy equipment. Its technology roadmap focuses on improving compactness, durability, and cost, with the explicit aim of making hydrogen propulsion viable across a wide range of applications. Symbio’s growth has supported the creation of a large gigafactory in the region, turning research into physical capacity and jobs.

The same logic of shared responsibility extends to finances. Lyon’s leaders believe that if ideas are collective, financing should be as well. That argument took concrete form with the Metropolitan Industrial Seed Fund, known by its French acronym FAIM, created alongside a similar vehicle in the neighboring Saint‑Étienne area. The Lyon metropolitan authority has allocated 17 million euros to the fund, which is managed by the investment firm Demeter and targets young industrial companies committed to environmental and social responsibility. 

The fund has already invested in a dozen companies, many of them working on energy efficiency, recycling, or low‑carbon industrial equipment. The broader effect, he suggested, is cultural: engineers and entrepreneurs are encouraged to think in terms of impact because they know partners are willing to share the risk.

Strengthening Local Assets Into A Coherent Ecosystem

Lyon’s industrial story also rests on geography and proximity. Within roughly a hundred kilometers, manufacturers can find heavy metallurgy in Saint‑Étienne, textiles in Roanne, and a dense network of service providers across the metropolitan area. That concentration of complementary skills allows firms to shorten supply chains, reduce exposure to distant shocks, and test new collaborations without leaving the region.

Local authorities work closely with chambers of commerce, industry associations, universities, and competitive clusters to coordinate land use, transport, training, and support for innovation. The metropolitan strategy is to build what officials describe as a “productive, local, circular and inclusive economy”: productive because it still makes things, local because it leverages nearby capacities, circular because it treats waste and by‑products as resources, and inclusive because it aims to generate jobs and opportunities along the way.

Rather than competing city by city or sector by sector, Lyon seeks to present itself as a platform where investors, business leaders, and researchers can find what they need in a single interconnected area. 

“Lyon is not only industrial by its internal capacity but because of the wider ecosystem,” Bertrand Foucher, CEO of ONLYLYON&CO, mentions. “If you look at a radius of a hundred kilometers, you see almost the entire value chain of several strategic sectors. That is a huge advantage if you want to experiment with new ways of producing or new circular models.” 

Challenging Industry Norms Through Circularity And R&D

Perhaps the most striking aspect of Lyon’s industrial evolution lies in the way it tries to challenge long‑standing norms. The region’s leaders frequently talk about the circular economy, not as a slogan but as a practical tool to make industry more robust. Companies are discovering that reusing materials, extending product life, and finding second uses for waste can reduce their exposure to price volatility and supply risks while opening new lines of business.

The Pradel foundry offers one illustration. Located on the metropolitan fringe, it operates in a sector traditionally associated with high energy use and heavy consumption of raw materials. Its current owners have set out to change that profile by relying as much as possible on recycled metals and by working with customers to recover parts at the end of their life. 

The foundry’s participation in a program called Pivot Circulaire, launched by the Lyon metropolitan authority and several partners, reflects a broader effort to help industrial firms design new business models based on responsible, virtuous supply chains. That effort includes advising companies on how to rethink procurement, supporting pilot projects, and, importantly, educating customers on what circular practices mean in concrete terms.

Research and development sit at the core of these shifts. Lyon’s industrial fabric is underpinned by a broad network of laboratories, engineering schools, and research centers that collaborate with companies on everything from new battery chemistries to advanced polymers and low‑carbon concrete. 

This network makes the region a natural candidate for R&D centers that house great talent and reliable partners. Holcim, the Swiss building materials group, is one of the most visible examples. It had long maintained an R&D presence in the area, but in 2023, it decided to add a global innovation center dedicated to sustainable construction.

The Holcim hub serves as a laboratory for joint creation, bringing together engineers, researchers, start-ups, and clients to develop low-carbon, circular, and energy-efficient building solutions. The facility includes workspaces for young companies and think tanks, as well as an immersive exhibition space where new materials and construction methods can be demonstrated. 

By concentrating both elements in a single region and encouraging companies to work with universities, public research organizations, and each other, Lyon seeks to ensure that R&D is not an add-on but an integral part of its industrial cycle. 

Shaping The Future Of Lyon

Foucher mentions, “If Lyon has a chance to stand out, it will be because its ecosystem proves that industry, when organized differently, can serve the common good.”

The broader ambition is to show that a historic industrial region like Lyon can confront climate change and resource constraints not by shrinking from production, but by changing how production is organized and rewarded.
